to properly account for fees or properly withdraw from the representation, ultimately abandoning the clients. Mr. Halvorson failed to
respond to the State Bar’s investigation.
Aggravating factors: pattern of misconduct,
multiple offenses, and substantial experience in
the practice of law ( 19 years).
Mr. Halvorson was found to have violated
Rule 42, ARIZ.R.S.CT., specifically ERs 1. 2,
1. 3, 1. 4, 1. 5, 1. 16, 8. 1(b), and 8. 4(d), and
Rule 54(d)( 2), ARIZ.R.S.CT.

By order filed May 4, 2015, the presiding disciplinary judge accepted Harriet Hemerling’s
consent to disbarment, effective immediately.
The charges against Ms. Hemerling, Phoenix,
involved practicing law while suspended,
making false statements to the State Bar and to
clients, conviction of a felony, misappropriation
of client funds, and failing to respond to the
State Bar’s request for information. She also
was ordered to pay the State Bar’s costs and
expenses totaling $1,361.27.

By judgment and order dated March 27, 2015,
the presiding disciplinary judge accepted an
agreement for discipline by consent by which
William L. Ketcham, Tucson, was suspended for
30 days effective July 1, 2015. Mr. Ketcham also
was placed on probation for one year during
which time he must complete the course “Ten
Deadly Sins of Conflicts,” submit to a State Bar
Membership Assistance Program assessment,
and comply with any terms and conditions
resulting from the assessment. He also was
assessed the costs and expenses of the disciplinary proceeding of $1,401.81.
Mr. Ketcham engaged in conflicts of interest
by engaging in a sexual relationship with a client
and obtained a loan from the same client without informing the client in writing of the desirability of seeking legal counsel and without obtaining the client’s informed consent in writing.
Aggravating factor: Dishonest or selfish
Mitigating factors: Absence of a prior disciplinary record; personal or emotional problems;
and full and free disclosure to disciplinary board
or cooperative attitude toward proceedings.
Mr. Ketcham violated Rule 42,
ARIZ.R.S.CT., specifically ERs 1. 8(a) and 1. 8(j).
