Regulating Arizona’s Desert
Water Supply
An In-Depth Discussion of Public
Regulation of Water Rights
This interactive panel will survey the administrative regulation
of water under the Arizona Groundwater Management Act,
focusing on the innovative Assured and Adequate Water
Supply;Programs;of;the;Arizona;Department;of;Water
Resources,;groundwater;withdrawal;rights;and;permits,;rate
of groundwater withdrawal in Active Management Areas
(AMAs),;and;potential;legislative;reform;of;groundwater
regulation in rural areas of Arizona to protect diminishing
groundwater.;The;panel;will;review;the;regulation;of;the;350
privately-owned water companies registered with the Arizona
Corporation;Commission,;covering;financial,;infrastructure,
and;water;pricing;issues,;and;will;analyze;the;significance;of
the Federal Bureau of Land Management opposition to the
ADWR;approval;of;available;groundwater;for;a;privately-owned water utility based on the reserved federal water rights
in;the;adjacent;San;Pedro;Riparian;Natural;Conservation;Area.
There are three regulators of water supply in Arizona: the
Colorado;River;(managed;by;the;CAP),;groundwater;(managed
under the Groundwater Management Act) and the surface
waters;of;Central;Arizona;(managed;through;the;Salt;River
Project,;which;also;controls;significant;groundwater;resources
in;its;project;area.);SRP;water;rights,;contracts,;and;current
water supply issues will complete the discussion of regulating
a desert water supply.
