Born and raised in Tucson, DEBRA HILLARY earned her B.A. in Art with Distinction at the U of A, College of Fine Arts, before graduating from
the College of Law in 1975. Debra started her career as a labor and employment attorney, initially representing unions and plaintiffs in Southern
Arizona for 7 years before moving to Washington State, where she became a civil rights enforcement investigator/supervisor before moving to
“the dark side” as a chief negotiator and labor relations director for school districts, healthcare and local government in the Seattle area, as well
as Santa Fe NM (1993-97) and the City of Tucson (2005-2009). After retiring last spring from the Kent (Washington) School District, Debra
returned to Tucson to pursue her passion for art and wildlife conservation, and to establish her practice as an arbitrator, mediator and
independent investigator in employment-related matters.
She says, “Art is my refuge from the conflict inherent in labor relations and employment law. I get great satisfaction from working with simple
tools like a utility knife and small wire brushes on the dark blank surface of scratchboard, gradually revealing the beauty of local wildlife,
then enhancing the realism through subtle use of watercolor on multiple layers of exposed scratches.”
